Except they're also costing you time, money, resources, and public goodwill that instead could be used for training viable troops instead of hoping your convict conscripts will do some good.

The only example I can think of where "convicts" were actually used successfully in a way you describe were the Shtrafbats used by the USSR during the Great Patriotic War.

However, the thing is, Shtrafbats were mostly composed of men who had disobeyed Order 277, and GULAG inmates. Be aware that GULAG inmates were, in turn, mostly political prisoners, not "hardened criminals", and they were promised freedom in exchange for service (a promise which was rarely ever kept).
As a result Shtrafbats were assigned to either hold rear-echelon positions, or extremely dangerous/suicide missions ; such a Shtrafbat pilots during Stalingrad being the ones to fly straight over heavily defended Panzer formations, or mine-clearing operations.

Thus, the Soviets got expendable cannon fodder to fling at the Germans, *and* got rid of political dissidents and unreliable troops. But remember, they were still promised "redemption" and freedom post-war, and they were fighting an enemy that literally wanted to exterminate them. Kind of makes it easy to do your best as a convict conscript in that situation.
