This has absolutely been the case for decades. Chris Roberts is a great example of this. Lots of complaining about him halfassing doing any work when he was at Origin, then it happened again with Freelancer after Starlancer did ok, and he needed Microsoft's boot on his neck to stop the scope creep and get that out the door. Then 10 years later we got a kickstarter for Star Citizen where Chris Roberts was finally the one in charge, and now 12 years after the kickstarter it's still nowhere near done.Ultimately, developers are proof why they need a boot pressing down on their neck constantly. Without a Kotick to brutalize them like they're in a Soviet gulag they either faff about wasting time and money, or try to educate everyone on true communism while cashing in the fat check the corporate overlords send their way every month.
Or John Romero with Daikatana. He founded Ion Storm with 5 other people, then proceeded to fire 4 of them over the next few years for various reasons(1 was legit, as he got fired for using company money to buy a car). Spent a bunch of money on stupid marketing, under-delivered a buggy mess, quit, and then spent the next 20 years working for random companies with a boot on his neck so shit got done. Carmack allegedly had a script on Romero's computer to alert him when he was fucking around playing games instead of getting work done at ID.
Peter Molyneux, notorious asshole and slacker, got told to quit Lionhead studios after Microsoft was fed up with wasting money on his shit, only had a failed kickstarter and steam early access game that got pulled eventually over the past decade plus.
Mike Morhaime from Blizzard, published a couple of chinese games, released 2 flops this year, and he's already doing layoffs since Sunderfolk peaked at barely above concord player counts on steam and Wildgate released at the end of July died in 2 weeks.
Leslie Benzies of Grand Theft Auto fame got booted, and released Mindseye. That's all I need to say about him.
But yeah, this has been a problem going back to the 90s. These developers and designers need someone who is actually business savvy to keep them reigned in, otherwise nothing gets done. And that can't happen when the publishers have gotten as fucking retarded as they have over the past 10-15 years.
