This is something I felt they did very well with Chorfs. There was a lot you can do with your slaves, all the diktats and the like meant they had serious use. Make high demands of them and yeah you'll bleed slaves. Have a glut? Well you can sell them off for something you may be low on. You always feel like your warfare has more to it than just painting the map.As to breaking the slave economy, yeah, it's not what it once was, but it's not unplayable or anything. However, with caps, dictates, rites, and commandments, you're going to be getting constant pressure on your slave "currency" that means you need to be fighting all the time to maintain maximum efficiency. You can't just stack them up to the ceiling with a couple big wars then rest on your laurels for 50 turns eating grapes.
For Delves I felt as if the slaves were largely just a number go up thing and little else to it. Maybe if they rolled out the blood night mechanics to all of the Delves with different rewards based on your faction or something. Though originally the Blood Nights always flet like more of a looming deadline. Don't do enough and you'll start weakening. Same deal with Malus too, gotta keep your supply of potion ingredients going or you'd go batshit. Though now Malus' effects for the potion are far less odious.
