It's so shit holy mother of god. Choosing best is always a shitshow, but even that is either shit taste or throwing popular titles that I can guarantee is this meme:I think they mean in the sense that Xenogears gets excused and praised for "what it could've been" most of the time and fans ignore the rushed/unfinished part. I have seen multiple people call it as "The best story ever written, shame the second half sucks".
It's also a near 30 year old game with no rerelease so it became a bit of a sacred cow within jrpg community circles and people who never touched it (like me) join in the praise.
You don't see xenosaga get this much leeway cause i had 3 very long games (it was meant to have more), and xenoblades dont get as much praise while being finished stories.

btw here is an unrelated but fun pic. There was a vote for the best JRPGs ever in the r/jrpg subreddit. They are exactly what you would expect from redditors.

FFX is not bad but definitely not best in any metric (I personally would have given it to Shadow Hearts 2).
Nu FF is terrible (I would given best action to Dark Cloud 2).
I never manage to finish FFT so I'll give a pass (personal favourite tactics game is Disgaea 2).
Yakuza sidequests are now just reddit references with no real plot impact, I'd probably give best sidequests to Suikoden.... 2.
Best minigame, I still remember I really liked the one In Xenosaga 3 and Wild Arms 4.
Best Characters would go Tales of the Abyss, or Utawarerumono Mask series.
Best story... Xenogears falls to the trap that it's way better if you dig around it. But for a game with a good story I'd go with a surprise pick of either Odin Sphere or Grim Grimoire. Putting a VN is just cheating.
FF16 boss battles are just playable cutscenes, so that's a particular shit choice.
Best Soundtrack goes to any Ar Tonelico game, no question.
Chrono Trigger as best replayable is okay.
Best Indie is definitely not this shit. Astlibra Revision is way better pick.
Atlus game as underrated is just shameful. I'd put Demon Roots there because you can't get more underrated than be seen as gooner bait.
Best remake I'll pass anytime they change something is usually for the worse.
Best Retro I would put Growlanser 2, since you can't get more retro than a god tier mangaka that stopped working.
Best ongoing series, I really dislike what the Trails games turned into. I'd rather put Utawarerumono RPG games that (hopefully) will get another title this year.
It's very nostalgia goggled but at least it's not a list of current things.
