It certainly looks like that, although the autists over at the F1 technical forum ran some CFD on the fatass Ferraris and found that those pods actually reduced drag.IMO the idea with the no-sidepod design is to minimize drag. In Monaco, the speeds never get to the point where it's worth running such a design especially because heat management always has been a major problem on this track.
I saw a video somewhere in youtube that had a guy say that the nopod is about not having to deal with the front wheel wake and on another video they say that nopodding forces a greater reliance on vortices to direct air flow.
Now, I'm no aerodynamicist, but from the little I've read in aviation, where there's vortices, there tends to be drag.
Also, lol one of the Ferraris crashed in FP2.
