Chris does have a history of groping people and touching/kissing people without their permission at conventions. TooMany Games was him basically speed running acting inappropriately with attendees. Add into that mix what he did to Barb means he definitely is a threat to congoers on a whole simply because it shows he really has no shame or the ability to reason that maybe groping people or assaulting people, are not good things. Remember the whole "the costume doesn't mean consent" stuff to sexy costumes on women? There's no one who even remotely knows Chris's reputation that doesn't think he wouldn't try for a grab or something if he thought it was "okay".
Another major issue Chris is that due to his ego he thinks he has done nothing wrong, or that he can gaslight people into thinking he didn't do anything wrong. He's effectively a sociopath at this point.
