MeTV wasn't around when Chris was a kid. I imagine some local unaffiliated stations might have had classic shows. Syndicated rerums were big back in the pre-streaming days.

As for if the Chandlers had cable, they may have had the basic package with Nickelodeon and Nick at Nite.
Local TV still had plenty of these shows freely available into the 90's. Saw plenty of that in the pre-Nick at Nite days and even on cable.
 
Chris had to have seen Nickelodeon at some point because he knew who Surf Shack Tito from Rocket Power was (and thought that he was stealing his girl).
Chris probably watched a multitude of animation, although the thought of him trying to go snowboarding or BMXing is an interesting thought.

But he was just lazy enough to suck at playing Pokemon against a bunch of 8-year-olds.
 
Non-cable viewers had MeTV. They probably watched those shows on that.
MeTV launced in 2003

Nothing wrong with those shows at all for their time.
they were made a wide audience, not the fractured audiences that would come in the next decades

and also Good Burger got selected to be watched at the party
