As far as the tattoo's meaning goes, It seems a little deep for Phil, but the 3 lines represent Equality in some mathematical computations when you divide integers. It's an icon that is sometimes appropriated by the Egalitarianism movement which is a pretty snowflake "All genders are equal no matter what" ideology and fits with his typical insistence that he's always struggling against oppression for being a translatinx potato.
