Barb can't just talk herself out of it, the state is the one that presses charges. If the police get called to a domestic violence situation and found an obviously battered woman who makes up some ridiculous excuse like "tripped and fell on a doorknob" or something, there's nothing that they can do once the ball gets rolling, and from what I've heard from jury duty, women will often try to argue against the charges because that's where the money comes in.
The same thing is in effect for Barb. Even if Barb was lucid and wanted Chris' tugboat and whatever other money Chris is getting from his latest hustle, if the state finds evidence of incest, it's all over. But as others have stated before—the fact that Barb wasn't also charged with incest suggests she wasn't lucid or knowingly threw Chris under the bus.
That being said, I'm not terribly surprised if Barb was back at the house, since it's unlikely that the state could confine her to a nursing home and leave 14BLC abandoned, otherwise 14BLC would attract weens and vandals all over.
