A booster program, and re-vaccinations to deal with viral mutation, has rarely been spoken about in the Australian media until the past week or so.
They're using the same tactics they did with the mandates and passports. At first claim that it's a conspiracy theory, then that OK it might happen but only on a limited scale, and then go full bore with what they'd been planning all along

This is a lie. I know for a fact that a booster program is planned for roll out before Christmas. At first for nursing home residents and cancer patients, who will be put on a 3 month booster schedule, and then for everyone else in the New Year. They're planning a 6 month booster program for the general population. Covid Safe check-in privileges and compliance with employer mandates will absolutely be dependent on receiving a booster shot. They will not announce it until they've reached their planned 90%+ adult vaccination target and they know for sure the passport app is working. (This is actually their biggest concern, that either it will be easily gamed or businesses will start ignoring it. They plan VERY draconian police driven enforcement and to make examples out of rule breakers).

The NSW Premier has likened
Covid-19 boosters to the flu shot, confirming that
extra doses will be needed annually as the state prepares to live with the wildly infectious
Delta strain.
Gladys Berejiklian offered a glimpse into National Cabinet discussions around vaccine boosters, after announcing
1,431 new Covid infections and 12 deaths on Friday.
“It will get to a point where we need a third booster shot or something like that, but it will wear off. At the moment we have these targets but are you concerned about what it's going to look like?” asked a reporter.
“Without breaching competence in the National Cabinet, the Federal Cabinet has ample supply of booster shots,” Ms Berejiklian responded.
“I don't want people to think I am being flippant, but once you get to living with Delta we will be treating this like the flu — it's a horrible disease, much more contagious and deadly than a flu — but every year we get a flu shot,” she confirmed for the first time.
This is also a lie but is closer to the actual plan. You might wonder at the difference in messaging but understand that in Australia the ABC is a national organisation whereas Gladys is only speaking to a Sydney audience. Australia is an incredibly parochial country with the major cities separated by vast distances. No one in Perth or Brisbane is watching, or frankly gives a fuck, about the NSW Covid press conferences. Only the people of NSW are being exposed to this messaging and as they're way ahead in percentage vaccinated and they have their passports ready to go it's been decided to ramp up the rhetoric around the coming booster program, which will gradually escalate.
Australian politicians have been advised that the vaccines are leaky and that an extremely high rate of vaccination will be required for outbreaks to be repressed. I believe they're aiming for an eventual 90% of the entire population to be vaccinated in the next 12 months. This will essentially mean that all adults in Australia will be vaccinated as it's unlikely they could withstand the political fallout from infants dying from vaccine side effects. They're waiting to see where the vaccination rate will top out with the current measures. 70% double jabbed would be considered a disaster as it would mean large outbreaks and further lockdowns in the summer. 80% is better but 90% is the aim before Christmas. 10% of the population are determined refusers, passports and mandates won't work on them so far more extreme steps will be implemented to get them jabbed, including denial of government welfare payments and services, denial of non emergency health care and strict limits put on the right to travel, likely a continuation of the current 5km limit for the unvaccinated once the lockdowns are lifted. If this doesn't work they'll move to forced vaccination.
The Israeli data was a game changer for Covid policy makers. The assumption that a 50-60% vaccination rate would be enough to repress the virus, which is reasonable given Covid has a reproduction number of just over 3, was thrown out the window. Not only were breakthrough cases far more common than expected, antibody titres were collapsing. They see the alternative to forcing vaccinations as non stop lockdowns which will collapse the economy. Of course they could adopt the Swedish model but that's seen as a political death sentence. What we put you through a year and a half of hell for nothing? So even though they know the vaccines are shitty it's all they've got.
That's an entirely false ideal. There is a virtually unlimited amount of evidence that people in power often have selfish ulterior motives, enjoy being actively malicious, are highly coordinated, and are only pretending to "not know what's going on".
