If this was the old PDVSA of the 90s, I would believe it, but the days of Venezuela producing even a million barrels a day are long gone - even without sanctions. Not that those really changed much, chavismo is very capable of destroying the oil industry by themselves without any outside "help".
And watch them begging for oil just like Cuba now begs for sugar.

We are the only ones with the knowledge to do it without using copious amounts of good oil to dilute their sludge. They have refineries run by the ChiComs and Russians that put out shitty third-world diesel, but they need tankers full of good-quality Iranian crude to thin it enough.
