what kinda wacky shit would Ben Garrison even talk about in the DR universe, Monster-Human relations? Would there be Monster glowies? Dark Worlds are real and the Dark Government is covering it up?

Honestly imagining the politics is hilarious.
"Thousands of those damn monsters just came marching out of the mountain one day and now they're taking all of our jobs! They're worse than the mexicans!"
Trump promises to put the monsters back in the mountain and build a big beautiful wall to keep them in.

Would there be Monsters that go "yeah I'm a Monster, but I've got that Humanoid physique and the A10 eyes, so I'm like spiritually a Human, dw about it I hate those blank souls as much as the next guy."

A Monster with a Human soul that acts like a Human supremacist would be an interesting character.
Though you do raise an interesting idea. The most common way for Monsters to obtain Human souls is through murder, but given in Deltarune we see the increased flexibility of the soul, with Kris wrenching it out of himself on multiple occasions. What if there's been a dying Humans wish to give a Monster their soul? How does that work? The body or vessel's dead but the soul 'lives on' like some sort of fucked up liver transplant? Are there soul thieves? Can Humans be roofied, instead of for rape it's so it's easier to grab the soul and steal it?

Reminder that during the war as stated in Undertale and this was presumably back in like fucking medieval times at the latest it was said the monsters were so fucking weak in comparison to humans they literally couldn't kill fucking anybody or steal a single soul.

And now they have guns and missiles. So uhhh, good luck with that. This either means that
A.) They are simply almost unable to harm adult humans.
Or
B.) Frisk is the biggest bitch on the planet because they somehow manage to die to these losers.
So stumbling across the soul or being given it willingly are the only really viable options.

Not sure what you mean by vice versa? Asgore gives Frisk his boss monster soul to cross the barrier in one of the possible endings and that's about it, you don't absorb it presumably you probably just kind of carry it to the barrier. Admittedly that part always confused me and seemed contradictory since it implies any boss monster could have just walked out at any time which makes no sense.
Tbh it always came across as Toby needing to contrive a way for Frisk to still be able to leave the underground without saving the monsters or whatever. But I'm sure there's some mega lore autists who will tell me I'm wrong or something.

But anyway even then only boss monster souls linger after death and even then it's not for very long I think whereas regular monster souls vanish nearly immediately after death.
