He writes "summer program", which means the children are likely doing activities at a school building, in the (american) football field next to the school, and in the "portables" (quonset-hut-like raised outbuildings that are extra classrooms at many suburban schools). They could even be taking short walks/bus rides over to a public park or community centre/recreation area. He likely tried to "escort" the girls' group to the [actually] non-student toilets in the way that a real woman day camp counselor would. He also definitely leads a group of little children, under-12s for sure, as he no doubt specifically requested in his application.
