Not necessarily if you're talking the regions where these spices were originally grown. They would've been plentiful. It was the fact spices had to be transported great distances that made them expensive for many people in, say, Europe to get hold of.Throughout history in most cultures nobody but the rich could afford spices unless they grew natively in the region, and the rich definitely weren't eating spoiled meat
Though again, a lot of cultures prize meat not needing much adulteration.
