You heard correctly. Before the Civil War, states basically acted like independent countries that operated under one (sort of) centralized authority. That was the beauty of the American Republic, that different states weren't necessarily bound by laws that didn't suit them, and thus each state could make their own laws for their own situations. This is also why most of the rest of the country fucking despises California, because through sheer mass they push through bullshit shitlib laws that fuck over everyone else.
