How did Jax even have the muscle to possibly murder her from a shove? It's not like he pushed her down a flight of stairs or hit her head against a countertop, which could definitely kill if you landed wrong with the right amount of force. He just... shoved her onto the ground? Was his mom on 1 HP?
What I got from Jax's weird, vague confession was he did more than just pushed her or his mom died from being so femininely dainty that a light breeze or being pushed could end her. I think he did so much more to cause her death but he didn't want to admit it.

Mind you as far as were aware Jax entered the circus at like age 22 so for all we know she had him while older and was already 50s or even 60s when that happened, a bad fall can fuck you up quicker than you think, especially for a little latina/filipino middle aged lady who probably has osteoporosis or whatever. Even if she isnt dead he mightve at least left her there with a broken arm or hip.
