Basically cosmetics for your Steam profile, be avatars, custom backgrounds, animated stickers, emotes for chat, badges (that increase your rank number), etc.
But it's utterly useless otherwise if you have little to no interest in these things.

I think, and this is a big think, I bought some Duke Nukem avatar with them once.

But yeah, I honestly never gave a shit about that stuff or the community aspects of steam.
