Because they misunderstood what all the "nuke ya" talk was coming from Trump. They have this kind of view that if you'll just be nice to people they'll be nice to you. The problem on the world stage is that there's a lot of places you don't get in charge of without being a right son-of-a-bitch. They think standing up to or challenging these people will just encourage them to escalate things in an attack. They don't realize that it's the reverse: acting weak and submissive to them only encourages their aggression. Holding the line against them works because they have enough self-preservation to realize that fighting a costly battle is rarely worth it.
