Sanctuary districts literally weren't as shitty as this. Also, in the logic of that episode, Sisko became George Floyd and started the beginnings of WWIII IMO. In the 2020s, they had sanctuary districts, then Colonel Green, Star Trek's version of Hitler, then WWIII.
In at least pre-JJ ST, I don't think WW3 was caused by the Bell Riots (which were over district conditions rather than "racism").
The Bell riots were the tipping point of American instability in 2024. They abolished the sanctuary districts due to political pressure, but it didn't solve the underlying problem of rampant homelessness and wealth inequality presented in that episode. Remember that Dax was at a high society party just outside of the city at the time. The rich people in that episode were typical elites drinking wine and didn't care about the results of their policies. Then in 2026, Colonel Green led a terrorist attack while the world split into various factions along geographic lines. Green, as we saw in TOS, was a charismatic weasel that managed to lead a genocidal war that ended in the 2050s, as Cochrane achieved warp flight ten years after WWIII, the war where every soldier was hopped up on drugs and nukes were used by every major power. We can thus infer that the US weakened from a lack of vision and leadership, which Green provided, while the rich people hoarded the wealth they had when the homeless spread everywhere in the US.
