I don't know the specifics, but it looks as if the most of the RWBY cast aren't "voice actors" by trade, rather just Rooster Teeth employees - meaning you'll see them in various productions across Rooster Teeth. Ruby is just one of thier podcasters, Weiss is just a receptionist (turned "Podcast Set Designer" before leaving RT) putting on a "whiny" voice, and Yang is the social media manager/Con Director, etc
When they do go outside, they rarely get big VA names - Blake wasn't a known VA (although she's getting more work now and is not longer a RT employee), Cinder is a Jessica Nigiri cameo, Adam was Hunter Garret (Mega64's 4th guy), or other staff members/writers. There are few outliers (Yuri Lowenthal, Vic, Tara Platt) but those are usually smaller parts as opposed to main characters.
It's a good idea (in concept) to have your employees be productive during what is essentially their down time (it takes a few days to record voice lines and several weeks to animate episodes) and that's where a lot of the promotinal stuff comes from (RWBY Chibi, RT video content with the VAs, etc) but sometimes on a slow day they'll go and do stuff like this.
