I would include Canadians because it's more about pronunciation and less about accents (not the same thing). I think Canadians are equally reluctant to go out of their way and learn a few things about foreign languages (except in Quebec, but that's just French). As for accents, I've heard plenty of Canadians who are almost indistinguishable from Americans when they speak. If you're American or Canadian, it's obviously easier for you to notice the subtle difference between your accent and the accent of the guy from the other side of the border. To me it's definitely not as noticeable as Irish vs. Scottish, though.
