Yeah, she was a sweet lady who really wanted to help, but she was vastly unqualified for the job of fixing Chris and his mess of a life. It's akin to me showing up to the construction site of a skyscraper with nothing but a positive attitude and a hammer. Best case: I don't actually help things along at all, and the real crew gets their job done in spite of me; Worst case: I get in the way, do things wrong, and fuck the project up completely.
The fact that she gave her title as "Reverend" instead of "Doctor" on that troll call -- and then blabbed all sorts of business that should have been kept private -- was a giveaway that she lacked the training and skills necessary to provide any real mental healthcare.
I'm sure she helped quite a few church ladies through minor bouts of depression or anxiety, but Chris is the "hard mode" psych patient -- even the most highly qualified mental health professionals are going to struggle with him by the time that Rocky got involved, so she didn't have a chance.

A lot of these protestant places usually have someone that acts as a pseudo-councilor because the things they help with are things of the general type of religious "issues", such as marriage issues, or things like "I found out my friends make more than me and what would Jesus think?". If she helped keep a marriage together or some other relatively normal struggle, then that would be a big win for her and her skills.
In addition, she's an old woman with a position of authority in a community so she's going to worm her way into everybody's shit and put her own, ungrounded, opinions into everything. People like to think that other people in the community knew all about the Chandlers but I bet they were pretty unknown, until the times they tarded out in public, so it's up to the casual observer to fill in the blanks.
I agree with saying she was unqualified but then again, she wasn't exactly in some sort of position to help. More of "someone to talk to". I bet she heard that Chris was getting swindled, saw the condition of his parents, how Chris acted and thought it was a broken family and Barb and Bob just didn't care and let Chris get swindled. Chris's parents, nor he, didn't care because she didn't cost any money to "fix" their problems.
Though even through all that, the last time Chris contacted her about his issues, she basically told him to fuck off and get professional help. Though there is a chance she actually did visit him while he was in jail for the incest, probably more out of gossip material than to see how Chris actually was.

I haven’t seen much discussion about them here, but they’re a mod in Chris’ livestream chat, commissioned hundreds of dollars worth of cameos (I know, I can’t talk on that one,) has been editing Chris’ videos, and has been responding to people about Chris on Bluesky. Also admitted to being CwcvilleGuardian2009 (made AI videos of Chris praising G5 and having a presidential debate with Barack Obama) and is assumed by others to be behind the fake AI Auli call and potentially an AI generated drawing of Wes Islei that Chris responded to on Bluesky last year.
