Those three games having different models makes sense. They needed to make a more complex model for Detective Pikachu for all the detailed posing and facial expressions he does in those games. They even used motion capture for Pikachu there, it was something Creatures talked about how they were experimenting with more complex stuff when we got our first, veiled look at Detective Pikachu.Yep, the models being too high-poly for the 3DS may even be the reason why triple battles were removed, the lag was noticeable even in doubles.
Here's some 3D model 'tism. Creatures is in charge of the 3D models, at some point they made complex base models for each Pokemon and have been reusing them ever since. The Pikachu model we see in Scarlet and Violet is suspiciously similar to the one in the Pokepark games. Some of them are slightly adjusted or retopologized, but it's pretty easy to tell which games use this edited base model and which ones create their own:

These are the models from Pokepark Wii, Scarlet and Violet, Rescue Team DX, and Pokedex 3D Pro, and they're all very similar. Now compare them to the models from Detective Pikachu, Battle Revolution and SSBB:

These were clearly made from scratch, the poses and proportions are noticeably different. With this in mind, some of the blame for reusing the same models over and over again and using higher poly models than the console can handle may actually be on Creatures and not Game Freak. I'm not sure how much creative control GF has over these models.
Super Smash Bros. is much the same, they need something complex for that. Also, I'm not sure if Creatures made Pikachu's model in Brawl in first place. It looks to be easy to find knowledge that they provided models for Pokemon in Smash 64 and Melee based on Stadium models, but I don't can't find any source that saying they did the same for later games, and the Brawl credits don't directly list Creatures as having worked on the game like the Melee credits do, nor do I notice any Creatures employees credited in Melee being credited in Brawl for character modeling. It could be the playable Pokemon models were made by Brawl's dev team.
Battle Revolution was made before the current set of models. Creatures made the older models used Stadium, Hey You Pikachu, Colosseum/XD, Channel, and Battle Revolution. After that they started working on a new set of 3D models for every Pokemon in preparation for an eventual fully 3D mainline game, with their work being shown off early in the Pokedex 3D and I guess PokePark (I didn't know Pikachu's model was the same there).
So, I don't think Creatures is particularly to blame? I'm pretty sure they have frequent contact with Game Freak and planned out making these models that were to be used in XY onward. I don't think GF is at the whims of what Creatures wants to do or anything. If GF thought the models needed more work, I don't see why they couldn't work with Creatures to do another round of modeling work. They probably all together think that it's not worth the time and money, and that the current models are good enough for anything except specific spin-offs where they need more complex models for a small number of Pokemon, like Pikachu in Detective Pikachu, or the playable Pokemon in Pokken (which I also don't see any credit for Creatures employees in Pokken's credits at a glance, so Namco themselves might have made those).
(Edit: Adding to how I think Namco's modelers made the Pokken fighters, I remember seeing some images from the Teraleak where it looks like Pokken devs were sent documents and images showing what kind of realistic textures and anatomy the Pokemon should have.)
