I can’t argue when you put it like that. It’s just that there’s kind of blissful ignorance of everything bigger we’re learning of the world and how Luffy looks to be in the center of it. But Luffy is single minded in what he wants and trying to change his mind when he’s set on something is like climbing Mt. Everest.It is Luffy looking at the big picture, which is something he does more often than it seems.
Look back at him and Vivi's fight back in Alabasta, Vivi was playing around trying to get to the Rebels to convince them that the Royal Family isn't that bad, Crocodile would have had a plan for that because we know he had agents in both sides stirring shit up. I like the idea that Imu is just sat at home going ‘everything is fine’ only to get reports back and flip his shit because they expect everyone to do their job and they aren’t. I will say that OP’s longevity did come at a disservice to moments like this. It’s hype when you’re reading it, but it’s undercut when the story moment of actually being a threat to the WG is basically redone with Luffy’s Emperor status.Really puts the Enies Lobby arc into perspective. Turns out declaring war on the World Government doesn't annoy them that much in the grand scheme of things.

In fairness, there wasn't much time for the World Government to do much. Next was Thriller Bark, where Kuma was sent to take Luffy's head, but of course Kuma went against these orders in the end. Then Sabaody where the Straw Hats were scattered across the globe. The next time they all showed up in a place the World Government would even expect, it was post-timeskip and they certainly tried to stop the crew, but simply failed. I’m talking from a narrative construction process, across the big picture of the series, storming Enies Lobby is eating The Fifth Emperor’s lunch.Unless you think Kizaru should have been sent out to go after the Strawhats specifically I think the escalation mostly makes sense in that the WG had people there to take out the Strawhats on paper...Luffy just hit above his weight class more often than not.

I think Imu offered it to the first two giants attacking him that he recognised since he said it to that pair. Essentially "I recognise you, that means you are a slight cut above those I don't recognise. You can be in charge."The other thing I think is of interest is the focus on making Broggy the King of Elbaf as if that is a specific requirement.
