Sorry for the delayed response:
Luigi is always portrayed as 'weird.' I am not sure what is up with him and them deciding he should randomly plank and Luigi rocket. Brawl went the extra step with that bizarre interpretive dance he does for his Final Smash. He seems off in many areas compared to his usual cowardly/lazy self. (Also, the fire ball is actually a reference to Mario Bros arcade, so that part isn't completely inaccurate)
Smash tries really hard to make Mario menacing. Dude is a complete 180 from his usual cheerful self.
Peach is just a damsel in distress parody.
Wario, well, he is the second most discussed character for being completely off for a reason. Rather than go with a move set based on Wario Land/World, they instead based him around Ware, except he doesn't even fit his personality from that series either. I remember fans complaining how Smash warped Ware into being a fart joke series. Wario in both series is usually lazy, but has extreme energy when greed takes over. He is a muscle man, whereas Smash has him as just being gross for some reason. Why have Wario be an agile strongman when he can make poopy and bite people.
I think a lot of these were personalities were fine back when they were first introduced in Melee, but nowadays they feel jarring. This is only made worse by recent additions being largely faithful: Rosalina, Bowser Jr., Daisy.
A tier, these are the heavy hitters that don't have a true cap as to characters: Mario, Pokémon, Zelda and potentially Kirby?
B Tier is 3-5 characters: DK, Wario, AC, Splatoon, Metroid, FE, Xenoblade and Pikmin
C tier 2 characters: Kid Icarus, Star Fox, F-ZERO, EarthBound/Mother
D Tier - single rep franchises
Taking this as Ultimate's current roster (89 charcters), this would heavily clean things up across the board. A franchise like Star Fox really shouldn't have as much roster space as Kirby and FE definitely should not have more than Zelda and Kirby.
If it were up to me, Mario should ditch Dr. Mario and Plant and give us Captain Toad/Toadette and Waluigi instead. This would complete the main cast finally.
In speaking about characters that should be there, barring Toad as already mentioned, we really should have gotten many of the 3rd/4th main characters. Zelda should have gotten Impa at some point as she is one of the few to be consistently part of the franchise. Dixie Kong was literally a main protagonist, yet is completely absent. Bandana Dee is pretty much the chosen 4th Kirby character and it is weird to not have him with the rest of the Dream Land squad.
Wario also deservers another rep. They should have had Wario be representative of the Land series, then brought in Mona for Ware, maybe add Ashley as an additional fighter.
The only reason Bayonetta was added was just so Nintendo can try and push her 2nd game, which was their big 3rd party exclusive at the time. The whole Smash Ballot thing was complete bullshit. In general, Bayonetta belongs with the Smash characters that are blatant advertisements that didn't age well: Roy, Corrin, Pichu, and Incineroar.
The personalities just feel off for many of the characters. Bowser and DK in particular have it rough since Sakurai views them as serious bosses, so rather than their in-game voices they get generic Godzilla/Kong noises. (Diddy and K Rool are also bad, but to a lesser extent)I mostly agree, but the Mario cast feels pretty good and like themselves. There may be a few random seeming moves like Luigi's fireball being unlike how it is in any other game, but I feel like that's become a part of his character, kinda like how he essentially got his floaty jump from a non-Mario game (Doki Doki Panic).

Actually, I am mostly on the same page. I think dividing up the roster into tiers would be better overall.I couldn't disagree more, personally. Star Fox and Metroid would be reduced to/stay at 1 character, we'd probably never get Golden Sun or Pushmo in, but we'd be flooded by Animal Crossing kids & animals and squids from Splatoon.
I think there should be a more even balance across the board, not perfectly even but no more than 3 per franchise and at least 1 for others (this is assuming they whittle down the cast size, ideally we keep as many as possible).

If we are talking characters that should really be there by now, there are plenty, which makes plant and many of the returning characters all the more retarded.I only agree to a point. I think virtually every Nintendo IP should get at least one representative before any 3rd party gets in, but we also don't need to scrape the bottom of the Nintendo IP barrel at the expense of better 3rd party choices like Sonic.

Bayonetta comes off like the DEI hire of the group. She is neither a Nintendo icon, nor a gaming icon. By all accounts Dante should have been the one to represent her genre, if we are to go by gaming legend status.Bayonetta for some reason never really clicked either, not sure why. It doesn't bother me much but she just isn't a great choice imo.
