But in Ireland it's not uncommon for low-threat tards to be placed under the general oversight of a home or care facility, but only have to physically be there maybe two to three days a week while the rest of the time they're free to do as they may, including residing elsewhere, so long as they're not causing trouble or violating any court/probation restrictions they may have.
Mainly throwing this out there for arguments sake, as I doubt that's how things work over the pond, but could it be possible that Chris is primarily living with his family while also still under some form of programme at the tard yard?
