Because he made all his technology proprietary, no one else can afford to adapt it for other uses. That's why MCU Earth always looks like contemporary Earth despite all the magic technology they have lying around. Like, every police precinct should have an Iron Legion given how Iron Man suits are like Ham radios to build by Phase 4.

Uh, Wakanda is surely a better target for such criticisms, no? Not only do they have sci-fi levels of Science, they've had it for decades longer than Tony Stark has even been around. And there's a tonne more of them so should be easier for them to provide the tech.

Wakanda is like Edo Japan where they isolated themselves and thus, their technology stagnated and they ultimately pay for it when they got clowned by Fish people. As much as those movies insist otherwise, Wakandan society is incredibly inefficient, myopic, and ineffective when it comes to actual war. Their energy shield can fall apart from Zerg rushes, their military doctrine is downright Neolithic, their Diplomatic Corps is so garbage that they alienated themselves from the rest of the world, and their population is too small to afford their supremacist attitude.
