There are a lot of random plants with seeds that are toxic if eaten. It's not illegal to have and send these seeds. You can search and grab a bunch from Amazon or botanists. It's not a controlled substance.

Most ornamental plants and seeds are toxic to some extent. It’s not illegal to own, sell or ship through the mail a toxic plant otherwise the ornamental plant market wouldn’t exist. For example, oleander is so toxic that a few seeds will send you to the big garden in the sky, yet they’re relatively common landscaping plants.

Most people aren’t retarded enough to ingest unknown plant materials. Laws have to find a sweet spot between public safety and the needs of hobbyists and plant collectors. You can’t just ban everything. This isn’t the UK.
