Story wise, I think this is where Araki wanted to start leaving JoJo behind and start doing condensed stories. Jotaro in Part 5 is basically a cameo.
I don't see how you can think it was worse than six, especially with the worst stands, having them be OP or nonsensical with even more asspulls than normal, both hero and villain. I think he wanted to do JoJo in other settings than the one he built, but he didn't need to end it that way. I'm trying to keep out of spoiler territory but I wrote a whole diatribe on it. Its basically incoherent, needlessly
. Some of the stand battles are fucking awful, the secondary cast is nowhere near as fleshed out and relies on a ton of assumptions.
I just thought of another problem. SBR is considered one of the strongest JoJo runs. So everyone is going to want them to rush through Part 6, so they'll have to contend to make Part 6 popular overall, when its considered the weakest by most. That's really a creative challenge, not to mention since SBR is going to be expensive as fuck with animating the horses, they need Part 6 to do well. So Part 6 is going to be a huge undertaking and challenge to adapt.
Polnareff was basically made extremely paranoid after Diavolo almost killed him. Diavolo made certain EVERYTHING in his past was completely erased. No doubt he was monitoring Jotaro as well, but Jotaro never came looking, even after Polnareff disappeared. But we can assume Jotaro was looking into it very carefully from a distance.
You can basically say they were both moving extremely carefully and he didn't want to endanger Jotaro.

cruel to Jotaro and Joylene and leaves no resolution or closure to the Jotaro-verse at all unless you decide what that is for yourself
