Not sure if Kenny really cared since he was out injured for a year while Phil was there, but I don't think the Bucks did since their focus is the tag division. Jericho didn't seem to like him and he seems to have a lot of power there despite not being an EVP, I think they may have offered it to him at some point but I don't remember.
