Will they be revving high the entire way down the pit lane to keep the battery ready for their reentry onto the track? Will they lose about a minute or more of time per pit because they can’t get up to speed due to low battery charge? I hope they have it figured out because, between awkward starts and pit stops, it could be disastrous if things don’t work out.
Shit, what about safety cars? There’s so much that could go wrong with these batteries.

That is a good question. They will sit in their box reving their heart out to keep the turbo spooled. Smaller means it has to rev higher which means there's more frictional losses and therefore less max power, though it should also make the ferrari more responsive out of slow corners, off the grid and at pit stops..Well, the manufacturer votes are all but secured considering that they all voted to have it checked again (except Merc of course). Now let's see what the FIA decides.
Also, is a smaller turbo for Ferrari an issue? Sure it seems to be quicker to spool up but maybe less power down the line? Or is it simply a compact turbo and the power is the same?
