Yes, I totally agree, putting Herta in there would show they aren't serious about competing. The dude is not stellar. I also think he may have to end this season at a certain ranking to have enough license points to drive in F1. Its a vague memory I have from a few months ago when I was reading about Caddy. Like maybe he has to finish the season in 4th or 6th or better or something like that? I'd dig into it deeper if I gave more of a shit about it.
