As they pointed out with 6 laps to go if he pitted he would have come out in 18th even with safety car pit times. Assuming no one else pitted and it was a 3-4 lap safety car (middle Eastern stewards do not clear tracks particularly seiftly) then it still leaves him with 2-3 laps to make up 8 places with no DRS until the last lap and everyone in a DRS train anyway.
