Oh God please no, just go back to Torro Roso it worked perfectly due to their Italian base and the brand of the company.
As for 50/50 power and MGU-K only for charging its going to make cars utterly unsuited to tracks such as Monza, Spa or Austria with lots of full power and very few heavy braking events.
It is going to push the whole thing towards street circuits (you know like the 100% electric series we already have) rather than traditional tracks. But then that's clearly what they want anyway when you look at recent additions to the calendar.
