I wonder if all of this is to cover for king Lewis leaving "on the top" due to his "disgust with the FIA" to save from Hamilton leaving next season when the car is crap.
I think they bet the farm on this season, Max was away free and clear winning the championship no question until Brazil. They seemed to make a step change in car performance from then on, coincidentally the race at which Lewis winning everything from then on the champion no matter what Max did.
I bet that took a significant diversion of resources from their 2022 car, something certainly happened at that point because that merc was unbeatable from then on. Interlagos might be a good overtaking track but no one goes 10th to 1st and wins by over 10 seconds in any gp unless their car is just ridiculous. Plus they turned up with loads of new toys like the grooves on the rear wing etc. That plus the lack of performance of Bottas' car at the same time suggests new parts that they only had 1 of.
It wouldn't suprise me if they went all out to avoid having any of the "turbo-hybrid" era go elsewhere at the expense of the next era. Then when they lose it realise they screwed themselves all for nothing.
