What does Sam do besides show up once a day? this entire operation has largely been Jet's baby. Sure, Sam is financing it largely but outside of that and hosting it he hasn't seemed overly involved compared to Jet.

That's a facade they're trying to maintain for legal reasons. For legal reasons Sam is just "the host." But this is fully Sam's idea and his project. He's been planning it since before Jet was even in the picture. Jet has a lot of freedom but mostly as an on site problem solver and logistics guy.

I'll let someone else explain why the legal thing is smart or stupid but he's directly said it won't be a Sam Hyde project for legal reasons.
