more like Boots or Killer Bow + Mend
I love him dearly, but if you're a real Conquest gigagamer, not only is he just kind of redundant, but no boots is also a big opportunity cost for some of the more advanced openers that want a 9/10 move flier or 6 move Azura or something and can't use generics with Shove or Swap; same for if you're rescue-skipping Endgame, which you don't
need to do, but probably are.
He's perfectly functional in a few different roles that are all pretty valuable. He can fuck his way through ninja cave with relative ease, and then long term can either stay in Adventurer to click staves, open chests, and do secondary combat until he picks up Pass, or go into Bow Knight, Ninja tree, or Fighter tree for whatever combination of stronger combat, rally support, and backpacking you might want. I rather like Berserker Shura after picking up Lucky 7 from Adventurer. Your eyes might light up when you see Ninja + Hero access for Sol, but I find he has bulk problems and his growths make him pretty underwhelming for primary combat lategame. On top of that he has comparatively lower room to grow as a prepromote than his competition, AND he doesn't support with anyone that isn't Corrin, so even as a backpack or just a guy that stands next to people to give crit avoid and shit, he's at a disadvantage.
The problem is that if you know what you're doing, you'll already have units that do what he can do, and they end better in the long run, AND they don't need as many Heart Seals to do it. Heart Seals are a big deal. There's only five of those in Conquest before you unlock the Tier 3 shops, and each one can transform a unit into something way more powerful and also unique than anything Shura can do.
If capturing is on the table, he even faces some competition with generics. Take a look at this guy.
Compared to Shura on join, he's got 1 more level to grow, +1 HP, -2 Str, +6 Mag, -8 Skl, -2 Spd, -7 Lck, -3 Def, and -1 Res, and also A Bows B Staves compared to Shura's C and D, respectively. Sure, Shura will end up better at combat, but this guy has an advantage at clicking staves and also even debuffing; Shura's personal is a -3 to Str+Spd on targets that can't hit back, compared to this guy's Seal Str+Def which are -6 and apply as long as he's alive at the end of combat. Shura's stacks with dagger debuffs but, again, that's a Heart Seal.
Still, Shura is cool, and if you're good at Conquest none of his shortcomings really matter that much. He does also have the completely unique niche of being able to give the Outlaw line to male Corrin through friendship. Niles doesn't do that because he's too much of a coomer.
