Played DD2 for the first time a few minutes ago, played right up to 119 minues so I can still refund. Enjoyed the game despite the massive frame rate drops in populated areas. It goes from hovering around the high 50s to mid 60s in the wilderness areas(including combat) to mid 30s to mid 40s in the populated camps and city areas. Night and day difference of 20-25 frames when I leave the loading distance of crowds of NPCs. For reference my computer has an i7-8750h(6 cores 12 threads at or slightly below the listed minimum), RTX 2070, 32 gbs of ram, and I'm using a mix of low and high settings at 1080p. Biggest complaint, other than performance, is the combat difficultly. Goblins are small speed bumps, harpies are annoying with their ability to sleep you, but they don't really do much unless they manage to dump pawns into the brine(rip lvl 2 archer bimbo). At level 6 my thief can kill most of a goblin pack before the pawns have a chance to engage. The camera doesn't do a great job of following me around during biting wind(the dashing dagger chain attack).
Going to give it the next week or two up to the 14 day refund window to see if they put any effort into ameliorating the performance issues. While 30 fps in cities isn't completely unplayable for me, the lack of optimization is hard to accept when combined with the other issues.
