This wasn't DeviantArt, but it was on FurAffinity. It's still terrible nonetheless, since nothing is sacred from fetish artists, not even innocent comic strips. At least it wasn't the humans!

I get a strange sense of comfort from seeing this thread still active for all these years. The internet has changed drastically since 2013, but deviant art is still chugging along with the same autistic user base who are still making the same weird fetish art.

The person that drew this did it as a commission. They do a lot of stuff. As for the person who actually wanted it made it's because it's their fetish, obviously. There's several others and the guy seemed pretty cool in the interviews and stuff he did when it first got popular a fair few years ago.

Then the person who requested it has to be chopped, no normal looking person would willingly draw that without the incentive of money.
