The main reason I think Canadian politicians are open about their corruption is that most Canadians either don't care or straight up welcome it, as long as it isn't amerikkkan corruption. If a more serious country were more open about their corruption, the people would at least protest the gov super often and at most riot and try to overthrow the government (even if this doesn't succeed there still remains a air of genuine resistance). People in Canada are uniquely docile, maybe it's the colonial influence.
