This is actually, as far as I know, not even possible. No judge would allow a defendant to plea to something the state itself has admitted it cannot prove, which the state has tacitly done by choosing to bring misdemeanor rather than felony charges. A defendant can only plea to elements contemplated by the charges listed in the accusatory instrument. Pleading to anything not within the four corners of the document would in fact be self-incrimination and a violation of the Fifth Amendment. So not only would the public defender's career be over, but the judge would most likely be quietly put out to pasture for sheer incompetence.

I can think of at least one case where you can plead something "up." Some states do this as a kind of shakedown, where you can plead a minor violation like speeding that comes with points that raise your insurance rates "up" to a more "serious" charge that costs a lot more but you don't get any insurance points. This is basically flat out bribery (i.e. pay the state a grand or so now rather than get raped by your insurance company for the next three years), but so far, isn't illegal.
