I still think the lack of computer usage in Japan plays a part in why it is CGI (TV) anime looks wonky. They've only began incorporating it more since the late-2000s (Gonzo's spirit is basically laughing at everyone), but they've adopted shortcuts such as mo-cap because of time crunches. If animators would have the proper time (and treatment) to work with CGI, they'd be able to polish it. Out-sourcing may also be hurting quality, other studios may be just as far behind in CGI as with Japanese studios and so they're all practically just learning it as they go.
I do feel like there's a future to be had in CG anime, but the same shortcuts that worked with cel/digitally-animated shows aren't working out, and the quicker they realize this, the better.
