Go with the latter. Phil got his own place and the first thing he did was waste money on dumb frivolous shit and transporting garbage he didn't need to fill the place out even more. When most people get a place of their own they get essentials. Furniture, a bed, dishes, cutlery, cookware, toiletries. Phil buys weapons and eats out all the time and on extremely limited income with a leech stuck to his ass. When the shit hits the fan it's gonna be his own fault but you can damn well bet he's gonna squeak and beg for help even after he's gotten an eviction notice.

Seriously though, one of the things I don't get is why all these troons and other weirdos think they need to move to cities like Portland, New York and San Francisco. Those are like the most needlessly expensive places to live. Especially if you don't have a job or any useful skills beyond displaying a reject from a 90s anime and screaming about "oppression." Yeah, yeah, cities have nice things, but gentrification is exactly why they want to move there in the first place. They'd be better off living in the suburbs, even just bumbling into the city on weekends when they want to make a spectacle of themselves.

As an aficionado of 90's anime, I want to dispute your claim that Phil could be a reject from one: 90's anime had much, MUCH better character designs and artwork than that!

Oh wow you'd better file before 4/18/17 or there will be a penalty assessment where they realize that coming down hard on a bunch of people for a $35 tax for bullshit might bite them in the ass and they don't really want to enforce it.

Because Phil and the rest of the troons either think that places like that are some sort of tranny/commie/analchest paradise, or they know on some level that it's more expensive to live in those cities and think that because it costs more to live there it must be better, and they deserve to live "better" than everybody else.

He's just dumb enough to think this would work, and that if he rolled on his ex-lover we'd all stop laughing at him and start laughing with him. We'll hear "he abused me! He took advantage of me! As funny as that would be, I think he'll just blame us and make several posts about how either John was a kiwi agent all along or we engineered the break up between them.

The latter, He's also incredibly filthy (obvious I know) things that you or I would have tossed into the rubbish a long time ago he see's no need to through away and his level of physical discomfort is far higher than our own so he doesn't see a problem with the way his place looks because he can walk through the mess without standing on much and he's never had to tidy up a living space before so his place has ended up a dump because he just dosen't notice or care.

The thing is though he's a good little capitalist, he doesn't get that Quality is greater than Quantity so he'd rather buy lots of tat rather than one or two legitimately good items that would suit his needs better, for example he has 4 or 5 bags of fail he got at a knockdown prices compared to one bag that is better quality.

The thing is with the locker he had in Oakland was full of his notebooks and bondage gear those are things he assigns a depressingly high value too, he see's his artwork as really really important and talented so he keeps every single sketchbook he's filled up, every map he's got his hands on, all the sex toy's he's got but never used. The reason I don't call it hoarding is because he'll toss out things that he feel doesn't fit into his current image when he get's bored of them and doesn't see a problem in doing so but as I said above he's very messy and lazy so he doesn't throw things out often because he doesn't see the need to, so they are abandoned in situe.

Haha no short of him Chimping out in public and an innocent 3rd party getting hurt and he has to submit to some form of psychological evaluation he's not even on the radar for one, those services are really under stress at the best of times with people who are far less functional that Phil so the likelihood of him getting one despite needing one is negligable.
