That proposed amendment wasn't ever ratified. I think it's still possible to take it to the states for ratification, but honestly we have bigger fish to fry. And besides, the thing about titles of nobility is they are only something people you have little control over insist on calling you (including your parents if it's something you are saddled with at birth). It wouldn't be just to strip someone of their U.S. citizenship simply because some fools overseas insist on calling them "lord high muck" or whatever. Any sensible person simply ignores those people and gets on with life.
Titles of nobility are something people only take upon themselves if they are pretentious fucks like Chris. Of course this is the Emperor of the North Pole saying this, so make of that what you will.
Even if ratified, the text allows Congress to consent to the granting of a title. I'm reasonably certain that if someone got all the "crazy states" together to ratify, Congress would just pass a law granting its consent to all titles of nobility.
