European navies have the types of ships that would be useful patroling the Strait of Hormus and that the US failed to build themselves. They would be very useful to have for the USN. I think the most likely situation is with the widespread destruction of the IRGC security forces & Basij militia the IRGC's grip on power has completely collapsed and the civilian government, possibly with the Artesh have reasserted their power. If I had to guess they're the ones negotiating.

But I don't know for sure obviously and it'll be interesting how events unfold.
