Reuters reported that Iran only dropped a dozen naval mines in the Hormuz. So this is was a "performative" mining. As for oil the markets, they seem okay. I think they are still predicting a quick end to the war so the price hasn't spiked.
Just FYI to keep it real, Iran has capabilities to lay naval mines remotely. One platform for example is the Fajr-5 MLRS that has naval mining configurations. I'm sure they have more platforms for the same role.

The USA was dropping naval mines off the sides of tugboats in the 1970's.
You can just stick them on a rail and shove them over the side. You haven't needed a dedicated minelayer since before WW2 when everyone figured out that depth charge rails could be easily adapted for the mining role, and since those were just a couple of pieces of shaped metal on the deck of a ship, well... see above.
You also haven't needed minelaying subs for the same time frame since everyone realized it was just simpler to make smaller and easier to deploy mines that fit inside the standard tubes than make a giant, non-stealthy submarine capable of holding full-sized naval mines.

dangerous. We lost a B-52 during mid-air refueling in the Mediterranean, the Operation Chrome Dome incident
@Mr. Racewar1488 mentioned. To be more specific on what actually happened, the flying boom went off-course and into its wing, puncturing one of the fuel tanks, and before long the whole damn B-52 went up in flames, and I think only one crewman from it was able to bail out in time.
The most shocking thing about it isn't that there are issues, its that there's so few of them considering the absurd risks involved. Close formation flying is extremely dangerous at the best of times, never mind when you're pumping flammable liquids between the planes involved.
As to why the USA still uses fixed booms... its because they can pump out way more fuel than a hose-and-drogue system, and strategic bombers be thirsty, y'all.
