I can even cite a worse work of short fiction as award winner. Anyone else remember Nebula winner If You Were a Dinosaur, My Love ? Nebula winner in 2014/Hugo nominee (for 2013), If anything it is even worse than Frank's offering. If Frank's mess is Livejournal from 2004 (as was suggested upthread) the If You Were a Dinosaur, My Love is pure current day Tumblr.
So, yes, Frank's bit of epic prose is where you'd have to be as writer in terms of talent, but there's two important downsides. First, there is no money in short fiction these days. Most of the magazines that publish it are essentially paying what they did in 1978, if they pay at all (websites typically do not), and that's if they're still around. And a great many aren't. Second, it ain't what you know it is who you know in terms of getting anything published at all. Meaning you gotta be in the circlejerk to get noticed.
If I remember correctly, "If You Were a Dinosaur, My Love" winning a Hugo was sort of the straw that broke the camel's back in spawning the Sad Puppies movement.
