You're falling into the trap of overthinking the formula. The people claiming there's going to be a five act structure because of Kabuki were huffing their own farts. This is a Shonen manga, not Game of Thrones or The Last Jedi. Oda isn't trying to subvert the genre.things are obviously not over. We are in a Kabuki play still clearly in Act 3 and there is so much that was brought up in the first two Acts not to mention other connected stuff that has yet to be even touched on. Or addressed to Oda's usual level of development.
That's before we get the fact that the citzans always see the final confrontation and it tends to ruin the capital of the country.
And that always happens last.

It wouldn't be the first time Oda's ended up changing up things on the spot. Hell, he's done it before in this exact arc; he only did a milestone thing at Chapter 1000 because people were expecting him to, forcing him to shuffle a bunch of events around to get Luffy to the roof quicker (and possibly losing focus on the Tobi Roppo fights). There was also the thing where the manga got the Laugh Tale reveal after Stampede instead of the other way around because Oda took too long to get to that point.If it's over here, it is subverting. Because before this the antagonist is always the last thing to go. And there's a ton of loose ends currently. The alternative is Oda set up things way earlier and then just forgot them or scrapped them. Which just seems odd considering how eager he was to write Wano. You’d think it would be the one Arc where that does not happen.

If that’s true, yes it absolutely caused the fights to lose focus. Probably also why the Arc in general has felt very strange pacing wise. With how everything has gone I honestly feel like Act 3’s big dramatic moment of tragedy was supposed to br Oden’s flashback - even though it was played heroic and not tragic - because nothing else comes close and it was moved to the start of Act 3 rather than the end just so Act 3 could be the entire Raid and Act 4 could tie up because Oda did not have enough time. Something has felt off this entire Arc. I’d assume that’s what hapoening. Act 5 is meant to be a quick end so I can absolutely see Oda using Act 4 to address the lose ends before a quick celebration and then closing.Right now if we get an Act 4 the only thing for it would be to tie up said loose ends and put a marker between the action and the next set of events (a la Luffy getting captured and meeting Kid in jail, the raid about to commence with everyone assembled, etc).
Momo already copped to this when Kanjuro kidnapped him at the beginning of act 3. The issue here is everyone else acknowledging it; Momonosuke is very well aware that he's in his father's shadow.There’s Momo realising he’s not Oden either. By that i mean there probably needs to be some moment that shows this off. And so far, he has not got something that is the usual big flashy show off scene that isn’t interupted by something. Oda usually focuses on the character, there isn’t other stuff being shown at the same time.
Kaido's deal with Oden was that his epic fight was interrupted so he got robbed of the chance to see whether or not Oden could truly beat him (Oden kicked his ass and was about to finish it). The fight with the Akazaya Nine had him flat out declare there will never be another samurai like Oden (mainly because he was disappointed Oden's retainers couldn't pull off what he did). Then Kaido relived it a few chapters ago when CP0 interrupted his fight with Luffy and was happy as shit that Luffy was able to bounce back from it and pick up where they left off.There’s Kaido’s setup to recognise someone as a stronger Samurai than Oden.
