Star Trek: Conquest. It actually doesn't feature a lot of content, and the mechanics could have been reproduced perfectly on the NES. Holy crap, I must have at least 80 hours on it.

A close runner up would be Mace: The Dark Age. Terrible fighting game in most respects, but the characters were just so over the top I couldn't help but love it.
 
I used to love a terrible turn based RPG on the SNES called TEMCOS secret of the stars. The battle system and story made Final Fantasy Mystic Quest look like skyrim.
