Ironically, if Phil really wanted to hurt the detractors he could just admit to what everyone knows is true, come up with some stupid cover for it (gambling addition, depression, stress relief from the anxiety of bankruptcy and now he's getting financial guidance or something) and completely survive it unscathed. It wouldn't impact his income at all - if anything on the day he came clean he'd probably get heaps of tips from both supporters and detractors.
So he'd prove he's bulletproof, as well as taking away the main thing the detractors have. but he'd need balls to do it, so there's no chance of it happening.
He legally can't disclose the WWE Champions spending at this point, because of how much of a prop it played in his bankruptcy in helping make his finances meet the maximum allowed. It would definitely be sent to the interested parties and he would be investigated for bankruptcy fraud. (Theoretically).
